System Update: Restyled Job Notes

An update to the Notes section on a job in Eaco. Restyled notes. Fixed replies. Restyled workflow stage & selector. Restyled priority & selector (and fixed the icons/colours). Change the user picker to a dual listbox with search, and that now runs off the basic client user so will be fast.
